Why was the “Skopin maniac” Viktor Mokhov arrested again?

The World Court of the Ryazan Region ruled on the arrest of Viktor Mokhov (known as the “Skopin maniac”). It is reported by RIA Novosti. He was given 10 days of arrest for violation of discipline. 

What did “Skopin's maniac” violate? 

As follows from the court ruling, Viktor Mokhov violated an administrative requirement: he must be at home at night.

“Mokhov V.V., in respect of whom administrative supervision was established, repeatedly violated the administrative restriction imposed on him by the court, namely: at one in the morning he was absent from his place of residence,” — follows from the documents of the resolution of August 9.

And this is not the first administrative violation of Mokhov. Previously, he had already been found guilty of non-compliance with discipline and failure to fulfill duties established under administrative supervision, and fined, the agency writes.

What is the “Skopin maniac” famous for?

Mokhov's name is associated with a high-profile case of the kidnapping of two underage girls aged 14 and 17 in the Ryazan city of Skopin. Maniac kept them in the basement for almost four years. One of the captives gave birth to two children from him, but he took them away and threw them into the entrances of high-rise buildings. One day, the girls accidentally managed to pass a note to the wild. In May 2004, law enforcement agencies came to Mokhov and released the girls. A year later, in August 2005, the Skopinsky District Court sentenced the offender to 17 years in a strict regime colony. Later, his sentence was reduced to 16 years 10 months.

«Skopinskiy maniac» was released on March 3, 2022. At the same time, by a court decision, supervision was still established for him for six years. During this period, the ex-prisoner regularly goes to check in at the police department. He cannot attend public events, walk at night and travel outside the district without police permission.

After the interview with Ksenia Sobchakthe supervision of Mokhov was tightened: he was forbidden to communicate with journalists, go to cafes and similar establishments, and also obliged to report to the police department not two, but four times a month. In July 2022, requirements were added to the restrictions prohibiting him from being closer than 100 meters from kindergartens, schools, children's clinics and hospitals.
