Is it possible to swim in the fountains?
In the Code of Administrative Offenses of the Russian Federation, that is, at the federal level, as such, a ban on swimming in fountains is not established. However, the regions have the right to adopt their own laws on administrative offenses and prescribe in them punishments for those actions that are not in the federal code, member of the Russian Bar Association Valentina Zhoga told aif.ru.

Despite the fact that there is no direct ban on cooling in fountains, the law prescribes a number of actions that, together with bathing, can be qualified as an administrative offense and entail administrative liability, the expert commented. 20.1 of the Administrative Code of the Russian Federation liability was established for petty hooliganism, that is, violation of public order: obscene language, harassment of passers-by, destruction or damage to other people's property, – Joga explained.
Often on holidays, for example, on the day of the airborne troops, you can see citizens who are intoxicated in fountains or drink alcohol. For such actions they can be held liable under Art. 20.20 or 20.21 of the Code of Administrative Offenses of the Russian Federation for drinking alcohol or appearing in public places in a state of intoxication, summed up the expert.
What is the responsibility for swimming in the fountain?
According to Zhog, for swimming in the fountain, a citizen will either be fined or imprisoned for up to 15 days. "For violating public order under Art. 20.1 of the Code of Administrative Offenses of the Russian Federation, a citizen may be fined from 500 to one thousand rubles or administrative arrest for up to 15 days. If the violator resists the police officers, the amount of the fine will increase – from one thousand to two and a half thousand rubles. Drinking alcoholic beverages is punishable by a fine of 500 to one and a half thousand rubles, and for being in a public place while intoxicated – a fine in the same amount or administrative arrest for up to 15 days», – clarified the expert.
