The European Commission is discussing a draft document allowing the transportation of goods under sanctions from “Russia to Russia”— to the Kaliningrad region— through the EU. This was announced by the European Parliamentarian from Lithuania, Petras Auštrevičius.

“A document was born that will allow the transportation of sanctioned goods through the EU from“ Russia to Russia ”. This information was sent to Lithuania. On June 18, Lithuanian Railways stopped transit deliveries to the Kaliningrad region, as well as the export from it of a large list of goods that fall under EU sanctions. The list includes products made from iron, steel and other metals, fertilizers, timber, glass containers, cement, natural gas liquefaction plants, iron products, purebred horses, cigars, perfumes, etc.

Lithuanian Foreign Minister Gabrielius Landsbergis explained this step by the implementation of European sanctions that came into force on June 17. The Kremlin considered these measures unprecedented and illegal.

On June 21, the Russian Foreign Ministry summoned EU Ambassador Markus Ederer, who assured that there was no talk of a blockade of the Kaliningrad region, and asked to resolve the issue through diplomatic means. Russian Security Council Secretary Nikolai Patrushev said that Moscow is working on a response to “hostile actions.”

Foreign Ministry spokeswoman Maria Zakharova pointed out that a possible response to the restriction of transit would lie not in the diplomatic, but in the practical plane.

The head of the Agency for International and Interregional Relations of the Kaliningrad Region, Alla Ivanova, proposed supplementing the EU document 833/2014 with the concept of “Kaliningrad transit of people and goods”.

As another decision, it was proposed to exclude the phrase “including transit” from the text of the articles of the sanctions document that relate to oil products, metals, coal and other goods.

The Kremlin admitted that Lithuania could cancel the decision to restrict transit to Kaliningrad, however urged to prepare for the worst. “Let's hope for the best, but prepare for the worst. What we always do,»,— said the press secretary of the President of Russia Dmitry Peskov.
