Integration of new territories into Russia may become the most important task of the parliament in the autumn session, Klishas said. Earlier, the Zaporozhye VGA said that a referendum on joining Russia is scheduled for the first half of September
Parliament may consider the entry of “new territories” into the autumn session Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation and State Building, wrote on Telegram.
“I fully admit that the most important task of the autumn session of parliament this year will be the integration of new territories into the legal space of the Russian Federation.” ,— he noted.
The autumn session of the State Duma this year will be held from August 30 to December 31. The first two weeks, until September 11, the deputies will work in the regions. Thus, the first plenary meeting of the autumn session is scheduled for 13 September. And the Federation Council will meet for the first meeting on September 21.
Russia has been conducting a special military operation in Ukraine for more than five months. By July 28, Russian forces and the forces of the republics of Donbass control the Luhansk People's Republic, the Kherson region, as well as part of the Zaporozhye and Kharkiv regions.
Military-civilian administrations have been formed in the territories under Russian control. The new authorities of the Kherson region and part of the Zaporozhye region announced their intention to hold referendums on joining Russia. Volodymyr Rogov, a member of the main council of the CAA of the Zaporozhye region, said that the voting was scheduled for the first half of September. The heads of the DPR and LPR also expressed their desire to join Russia.
The Kremlin said that there are two conditions for holding referendums in the Donbass. First— that the decision should be taken by the local population itself. And the second— that security must be ensured, since while the Ukrainian military strikes continue on the territories <…> for civilian purposes» one can hardly talk about holding a vote, said Dmitry Peskov, press secretary of the president.
