The US administration is ready to discuss with Russia an arms control system that will replace the expiring in 2026 Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START-3). This is stated in a statement by United States President Joe Biden on the White House website.
“Russia should show that it is ready to resume work on nuclear arms control with the United States,”— he emphasized.
The American president pointed out that even at the height of the Cold War, the US and the USSR worked together to fulfill the common responsibility of ensuring strategic stability. Biden announced the readiness of the White House to quickly negotiate a new arms control system that will replace START-3.
In early June, Assistant Secretary of State for Arms Control Mallory Stewart said that Washington would like to maintain nuclear arms restrictions under START-3 beyond the expiration of the treaty. According to her, the new agreement should take into account not only intercontinental ballistic missiles, but also projectiles with a shorter range.
The need to negotiate START-3 was announced in the Kremlin in June. Presidential spokesman Dmitry Peskov said that this was important not only for the peoples of the United States and Russia, but for the whole world, for global security. About the fact that “time does not wait” and negotiations should begin “now,” also said Russia's ambassador to the United States, Anatoly Antonov.
In May, amid tense relations between Moscow and Washington over the situation in Ukraine, the Foreign Ministry announced that Russia and the United States were continuing dialogue on the implementation of the provisions of the START-3 treaty, and the necessary data and notifications were being exchanged.

Russia and the United States signed the START-3 treaty in 2010, its duration was ten years and provided for the reduction of deployed nuclear warheads by the parties to 1500 units, and intercontinental ballistic missiles, submarine-launched ballistic missiles and strategic missile-carrying bombers— up to 700. The agreement expired on February 5, 2021, shortly before that, Moscow and Washington extended it for five years— until February 5, 2026.
